Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 - (1) The purpose of this Regulation; Nevşehir Hacı Bektaş Veli University Cappadocia Natural History Application and Research Center aims to regulate the objectives, fields of activity, administrative bodies, duties of management bodies and working arrangements.
Scope
ARTICLE 2 - (1) This Regulation; Nevşehir Hacı Bektaş Veli University includes provisions on the objectives, management bodies, duties of the administrative bodies and the way of working of the Cappadocia Region Natural History Application and Research Center.
Basis
ARTICLE 3 - (1) This Regulation; It has been prepared on the basis of sub-clause (2) of sub-clause (d) of item (d) of the first clause of the article 7 of the Higher Education Law dated 4/11/1981 and numbered 2547, and the article 14.
Definitions
ARTICLE 4 - (1) In this Regulation;
a) Center (KADAM) expresses Nevşehir Hacı Bektaş Veli University Cappadocia Natural History Application and Research Center,
b) Central Advisory Board expresses Center's Advisory Board,
c) Center Director expresses Director of the Center,
ç) Center Executive Board expresses Center's Executive Board,
d) Rector expresses Nevşehir Hacı Bektaş Veli University Rector,
e) University expresses Nevşehir Hacı Bektaş Veli University.

SECTION TWO
Purposes and Scope of the Actions of the Center
Purposes of the Center
ARTICLE 5 - (1) The aims of the center; With the mission of protecting and promoting the rich natural history, natural and cultural heritage of the Cappadocia region and transferring it to future generations, contributing to the education and training of conscious people, creating a research environment related to different disciplines related to this field, encouraging new researches, conducting studies, organizing scientific meetings, research trips, as well as preparing visual materials, exhibitions, workshops and documentaries, as well as providing a library for all these researches, museum, database and information bank services, cooperation and protocols with other institutions dealing with national and international issues.
Scope of the Actions
ARTICLE 6 - (1) The scope of the actions of the Center are as follows:
a) Through cooperation with archaeologists, geologists, geographers, biologists and historians who works or wants to do studies on the natural geological history, anthropology and related archaeological, cultural, geographical and history of the Cappadocia region in universities in Turkey or abroad, to support and follow up studies on this subject and to initiate publication of these studies.
b) Encouraging new studies on the paleontological, anthropological, archaeological, geological, historical and cultural history of the Cappadocia region at undergraduate and graduate levels in relevant departments such as archeology, history, geography, biology and geological engineering within the University, and existing ones to cooperate with other national and international institutions and organizations for this purpose.
c) Organizing panels, interviews and workshops to invite scientists who make a difference in national and international arena.
ç) To organize natural heritage recognition and conservation training programs for academic staff, teachers and especially for university students throughout the province of Nevşehir.
d) Within the scope of the center's objectives; to organize courses on subjects such as material knowledge, photography, conservation, restoration techniques, re-functioning, project management that will make students more professionally equipped.
e) To organize and conduct field surveys in order to document and record natural heritage elements within the scope of Nevşehir province and to ensure that they are taken under protection when necessary.
f) To ensure the scientific analysis of all-natural heritage elements identified in the region as anthropological, paleontological, archaeological, geological and biological.
g) To provide technical, scientific and social support to local and foreign researchers, who will conduct research and studies in the region in line with the aims of the Center, within the means of the Center.
ğ) In line with the suggestions and requests of the researchers and upon the approval of the Central Executive Board, to ensure that the research results related to the subject are published in the form of articles, books, research or promotional books and encyclopedias.
h) To establish a natural history museum within the university.
ı) To create a Cappadocia natural history library within the Center by collecting books, theses, articles and similar publications on national and international scientific studies on the natural history of the Cappadocia region and especially on anthropology, archeology and geology.
i) To introduce the natural, paleontological, archaeological, cultural and geological geography of the Cappadocia region to the scientific world and tourism sector in coordination with the local museum and related units and to provide consultancy services in the execution of related studies.
j) To introduce the researches about the paleontological, geological, anthropological and archaeological values of the Cappadocia region, the natural and cultural heritage values throughout the country , and in the international platforms, to organize national and international panels, conferences, workshops and symposiums periodically for this purpose, and to transform research results into books and publications, to cooperate with centers, universities and institutes established for similar purposes at home and abroad, and to develop and carry out joint projects.
k) To expand the geological studies, paleontological and archaeological excavations in various areas of the natural heritage in the Cappadocia region, and to expand the research and activities related to these, and to encourage researchers to study in these areas.
l) Trying to ensure the participation of the public in determining, preserving and preserving the natural and geological heritage, creating and spreading the awareness of natural and cultural heritage throughout the region and in the society.
m) Based on the natural and geological structure of the region, focusing on scientific activities in three areas, especially in the fields of paleontology, archeology and anthropology, in accordance with the past and present natural texture of the Cappadocia region.
n) To carry out other activities that are suitable for the purposes of the center.
THIRD PART
Management Bodies of the Center and Their Duties
Governing bodies of the center
ARTICLE 7 - (1) Management bodies of the center; Center Director, Center Executive Board and Center Advisory Board.
Center Director
ARTICLE 8 - (1) Director of the Center who is a faculty member of the University is appointed for three years by the Rector. The Director of the Center whose term has expired can be reinstated. Center Manager who is the chairman of the Executive Board and is the first responsible to the Rector for the work of the Center and getting the expected results.
(2) Three faculty members of the University are appointed as Deputy Director of the Center for three years by the Director of the Center to assist his work.
Duties of the Director of the Center
ARTICLE 9 - (1) The duties of the Center Director are as follows:
a) To represent the center.
b) To call the Central Executive Board to a meeting as required, at least once a month,
to determine the agenda.
c) To ensure the regular work of units and research groups.
ç) To carry out the administrative affairs of the center.
d) To prepare the annual activity report of the center and the work program for the next term, and to submit the report to the approval of the Rector after taking the opinions of the Board of Directors.
e) Determining the staff and other needs of the center and taking the opinions of the Central Board of Directors then submit it to the Rectorate.
f) General supervision and control over the units, research groups and staff of the center.
g) Presiding over the meetings of the Central Executive Board and the Central Advisory Board.
ğ) To implement the decisions of the Central Executive Board.
Central Executive Board and the Duties of the Board
ARTICLE 10 - (1) Central Governing Board consists of a total of six members, five of whom are appointed by the Rector for three years, among ten university faculty candidates to be proposed by the Director of the Center. The term of office of the members of the Central Executive Board is three years. A member whose term has expired can be reinstated. If one of the members leaves, instead, in the same way, new member is appointed. Central Board of Directors; It convenes regularly once a month under the presidency of the Director of the Center and extraordinarily upon the call of the Director of the Center, whenever the Director of the Center deems necessary. The Board of Directors of the Center convenes with the absolute majority of the members and takes its decisions with the majority of the participants in the meeting. In case of equality of votes, the majority is deemed to have been achieved in the direction of the Center Director's vote.
(2) The duties of the Central Executive Board are as follows:
a) To take the decisions deemed necessary for the realization of the aims of the center and the execution of the works to be carried out, and to determine the plan and program principles.
b) Assisting the Director of the Center in the implementation of the recommendations taken by the Central Advisory Board and the work programs it determines.
c) To discuss the center's year-end activity report.
Central Advisory Board and the Duties of the Board
ARTICLE 11 - (1) Central Advisory Board consists of the Director of the Center and ten members from within or outside the University who will be appointed by the Rector for three years. Members whose term has expired can be re-appointed. The Central Advisory Board is chaired by the Director of the Center. The Central Advisory Board meets every six months. The
Director of the Center may call the Central Advisory Board for an extraordinary meeting whenever he deems necessary.
(2) Central Advisory Board; It provides opinions and suggestions on issues related to the activities of the center.

Miscellaneous and Final Provisions
Personnel Needs
ARTICLE 12 - (1) The academic, technical and administrative personnel needs of the center is met by the personnel who assigned by the Rector according to the 13th article of the Law numbered 2547.
The spending authority
ARTICLE 13 - (1) The spending authority of the Center is the Rector. The Rector can delegate this authority to the Director of the Center.
Situations where there are no provisions in the Regulation
ARTICLE 14 - (1) In cases where there is no provision in this Regulation, the provisions of other relevant legislation and the decisions of the Central Board of Directors are applied.
Force
ARTICLE 15 - (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 16 - (1) The Rector of Nevşehir Hacı Bektaş Veli University executes the provisions of this Regulation.
